Actually what happened was some guy borrowed this girls laptop watched it and she got suspended. Because have some school laptop program and they can see everythings.

I guess it's like anything that happens when you ban something , people want it more. I would imagine pubic hair in public or in print was banned because it was considered offensive and while it was banned people wanted it because it was banned.
Who knows , the Japanese are a law unto themselves.
