It depends. By "off topic banter" I believe it means non music related. Because first and foremost this is a music forum.

It all depends on the thread and the situation. I don't think you have to worry. Whereas in the past severely off topic or thread derailing content would have just been deleted, now it's moved. There won't be any extra monitoring for off topic stuff.

What I mean by off-topic is... it's... not on topic. Regardless of where the topic happens to be in the forums.
But the threshold for what's off-topic shall be high. Half-ass litmus tests for this can be devised simply by moving the posts and no-one except the members who posted them will complain about it.
That means you have only bruised an ego or two, but have been justified by everyone else. That wins more. Until people start objecting for no reason, which results in them getting banned for a week, or having a really disgusting mandatory avatar. Pity.

But for an even more sadistic mandatory avatar, a good looking Brittney may suffice. People will so think that person is not joking around.

If you can't think of a way to further your point beyond this, I don't think MB is for you. Look how Skali actually backs up what he says with some sort of relevant knowledge of the subject, even if I don't agree with it I can respect his points and him as a poster because he goes beyond "he sucked."

To be fair I don't think the way someone posts in a thread debating american politics is a fair reflection on whether or not they're suitable for MB (Music Banter) a forum that is primarily for discussing 'Music' (not the former, current or future presidents of america... unless they happen to also be a rock star) and a forum for 'banter' which usually means light hearted fun as opposed to serious topical debates.

Spare me the "MB IS MUSIC FORUM WHO CARES" line please, we've got a certain quality of posts we like to encourage on this site in all sub-forums (save Games, Jokes, Lists and Polls and a lot of the silly lounge stuff). Yeah I've noticed the only banter to be seen is in the url. I can't work out why everyone on here seems to be so bitter (mommy issues?) but then again they do say music snobbery is the worst kind that exists so that might explain why you're all such pricks.
