Carlisle is the biggest by land area I believe, Birmingham is the biggest by population. I know it's widely believed that London is but London isn't actually a city. It contains two cities (City of London and Westminster) but is not itself a city.

That sounds sort of like it depends a lot on how you define the terms. I mean the whole huge 8 million person region of London is all governed by one mayor, no?

Meh. Like I said, it seems like more of a semantic thing. Sort of like how four of the "50 states" over here aren't technically states, but are actually commonwealths.
