And make up doesn't make you cool. Think off make up as a beauty enhancement and you'll go far. :)

wear dark eyeliner and mascara and some blue thing for the eyes
and a skirt is nice
plus a top
and gloss on the lips

As long as it goes with your skin tone, it doesn't matter so much what colours you have in your hair. If you start trying to add colours to your hair you might just cause a mess. Plus, there'll still be blue in your hair which the red in your lipstick and hair-streaks will have to match.

EDIT: Dark eyeliner and mascara is usually good (they don't do light eyeliner and mascara anyway, do they?). If your skin is lighter then funky blue, green or whatever eyeshadow might work, but if your skin is darker then it'll make you look a bit mental (in which case use a dark brown one if you can).

mascara - check
blue stuff for eyes - will work on
skirt - short, black and black sandals
a tank top from vitoria's secret. it's black but it's got red flowers and in the center of the flower, there's no fabric. so. . it's a rather sheer but there top
