The pump doesn't charge your card until you're done pumping. You swipe your card, put in your pin, then you pump the gas. When you finish pumping and hang the nozzle up, you are charged for how much you pumped. Seems like a fairly logical way to do it.

It is only awkward/silly if you are paying in cash. You pay first then fill the tank but if the amount is less than you paid then you have to go back inside for your change. Unless you want the gas station to keep your change.
