At first I thought that was a reference to what happen to the Ukraine under Soviet rule, but then I saw who posted it. It became evident it had an Asian stereotype baked into that comment.
Whether rich or poor, cats and dogs have the same utilitarian purpose. Cats keep the mice out of the house. Dogs keep the cat-burglars, intruders, mail carriers, vagabonds, denizens of the swamp etc etc out of the house. Some people use guns for that purpose, but think about it, others use dogs to do the same job. Confiscating dogs is like confiscating guns.
