Virtually unwatchable. Classifiable as a torture device.
I'm pretty sure they broke some human rights conventions by making it.

Ugh. Agree. Beyond just being incredibly lame, it did a really poor job of conveying any shred of Chicago-ness—pretty inexcusable for a movie named after the city it’s supposed to take place in.

It's not though. It's charming, funny and has a lively script full of memorable characters and involving dialogue. Best of all, Tarantino somehow manages not to let it devolve into a pointless, boring violence orgy. For once.
