Name of song that was a hit about 10 years ago?

Tried Googling the lyrics of this mystery song, but apparently I don't remember them right, or the somewhat heavy reverb obscures what the male vocalist is saying. Here was my guess (with variations) as to the one phrase that got repeated at end of ea verse: "[Never/Always] [going/want] to be with you." P.S. Vocalist seems to have British accent. Song opens with very distinctive guitar affect where a big chord goes through an effects box that makes the volume come go at about the same rate as vibrato. Probably the one thing most people remember about it. Then there's a slightly eerie synth sound of three notes, either B-G-F# or that same interval (haven't actually heard song in months). Then there's another synth or processed guitar building a repeating riff. Song "feels" a lot like synth-pop except I believe most dominant instruments are guitars. Plus, searching through lists of recent synth-pop hits came up with nothing. When this song came out it got a lot of play through sources that offered alt rock. Tips? I really want it for my iPod!

"While recording, [Johnny] Marr created the oscillating guitar effect that plays throughout the track, a rhythm that has been compared to the song 'Mona' originally recorded by Bo Diddley and subsequently by The Rolling Stones. After a break, Marr and [John] Porter added a few overdubs, including a slide guitar part that 'gave [the song] real tension', according to the guitarist. That night Porter sent singer Morrissey a rough mix of the song in the mail. The following morning Morrissey arrived and laid down his vocals, culling lyrics from various works in progress in his notebook. According to Porter, the singer completed his vocals in two takes."
