It's the very first tune played in a youtube video,

No idea when/who, but I presume it's recent since the vid was posted a couple days ago. Song is a very laid back electronic piece, no lyrics, bell-like effects and some cascading piano that builds up.

I've failed after dozens of samples plugged into Shazam, etc.
