Default Help: Name that tune from a music video description.

Okay. So the last time I actually heard this one it was probably 1995 and I was replaying it on an old VHS recording from MTV.

The video from memory was set to look like a group of hippies but was actually made in the late 80s or early 90s at a guess as the quality wasn't really older than that...

...The hippies had a top hat that opened up and bubbles and a puppy and a kitten eventually come out of it.

Then there is a pair of hands that come out of the top hat whilst it's on the main vocalist's head.

The hands clap and even use a tambourine.

Freaky but quite distinctive.

A lot of years and I still don't know what the song was!! :/

Any help is greatly appreciated!

The only artists I can think of performing in a top hat in the 80's are Elton John (unlikely) or Boy George. I suppose there were others. Is it maybe something by Culture Club?

Nope definitely not....It was more of a 60's style but 90's release :/

Tom Petty wore a top hat when he took the role of the Mad Hatter in "Don't come around here no more". Don't think there were any puppies though.
