Finding a song from a vine, I have audio

Hey, this song seems very...funk pop disco? I want to say 1980-2000 (I'm so sorry if this is no help) but anyways check out this YouTube link, the vine that I am trying to get the music from is directly at 4:40 and the music starts at 4:42 but you can see a girl with blonde hair dancing, so I assume she is associated with the song

The video isn't working for me. But the video is named "a goodbye to vine but it's like 123" and it's the first one to pop up. 4:40 is the timestamp please help, it's making me go crazy
