Default Desperate 90s Female Artist

Okay, I worked at KB Toys a long time ago and there was a song I remember the opening for but not the lyrics to search. The artist was female (thinking along the lines of Whitney Houston) and had to be released before 1996. It opened up with some beats and techno sound and the artist began with "Ohh oh...Oh Oh Whoa...Oh Oh Whoa". It wasn't high energy but definitely not a slow jam. I have been searching everything I can find on YouTube (Shannon, TLC, SWV, Tiffany, Debbie Gibson) I would really appreciate any suggestions. Thanks in advance!

Once you reach that point in your 90s where you've got to clean out the pipes, things can get pretty low.
