Can you think of an influence on the band like maybe country, white soul, etc.? For the life of me I have no clue the way you describe the song, most of the spoken word artists I know of from that era tend to be more in the soul category. That and maybe the Night Chicago Died by Paper Lace but that's probably a little heavier than what you're looking for.
