I can't consider this a pop album. It's really experimental and there are only about one or two songs that could even pass off as singles, let alone pop singles. It is one of my favorite Bowie albums, though, so don't take this as Low hate.

Virtually every synthpop album in the 80s ripped that album off at some point.

Are we counting pop as a general sound or as an idea for making music? Pop to me is anything that is purposefully catchy so it will be readily accepted by radio/mainstream audiences. Using that, I'd say Low is not a pop album. It was completely experimental. Just because people ripped it off to make pop music doesn't mean the music itself is pop.
