IYO, Who Is The Definitive Proto-Punk Band?
 
which band sounded the most "punk" before punk was even a thing?

to me, The Electric Eels sounded the most "punk". they just had the snottiness & nihilism that a lot of the harder edged garage bands (that often get labeled proto-punk) lacked.

Velvet Underground seem indisputably the most important

while Stooges seem most defining of what it was to be punk before CBGB
