There music is drawn from many different sources, this is true.
Id say they are definately a punk band. They were there right at the beginning of the punk movement and they referred to themselves as a punk band.
Punk has changed over the years and looking back, they dont seem so punk.
Id classify them as one of the most versatile punk bands ever, which is one of the reasons they are so popular.

yes they be punk yet as it is widley known they had many ifluences from reggae, ska and other types of music
