Power Metal is usually incredibly polished and played mindnumbingly fast (with a mindnumbing amount of cheese). Maiden was polished, but it still had something of a raw feeling to it; it was still something you could sit down and go "That was one badass riff." Power Metal is more about being as epic as effing possible whereas Maiden as all about playing balls to the wall heavy metal. I can see the influence, but I really don't see how the tag can be applied to Maiden at all.
Well, we have a fundamental disagreement then. The lack of Keyboards doesn't mean a whole lot. Look at bands that you called Power Metal, such as The Lord Weird Slough Feg. No keyboards in their music (at least on Traveller and Hardworlder). Blind Guardian even doesn't have very prevelant keyboards. They go so far as to keep it to studio only, adding flourishes to their songs.

Power Metal is a relatively diverse genre. Epic is good, but not a requirement. The only things I feel are needed are lyrics dealing with mythos, aliens, or other fantasy material, guitars that are rooted in classical counterpoint ("dueling" solo's, straightforward minor arpeggios and leads), and strong fantasy imagery. Maiden has those traits in spades.

and as far as "best" goes the answer is Blind Guardian. This isn't even debateable.

Symphony X, despite that everpresent Sticky proclaiming them to be progressive metal. You can't be progressive metal over power metal when your lyrics are about pharaohs, Werewolves, Communion and oracles.

And oh yeah, the fact they absolutely own.
