Why?

It allows someone to target a specific band. What if everyone else was allowed to do that? RHCP might not even have any votes. If people were allowed to do that, everyone would vote that way because it is advantageous, and the whole point of multiple votes would be negated.

Oh no, the shitty bands that nobody likes would actually get voted off first, instead of sticking around because of a stalling fanboy. Crom forbid.
