Thats a hard one because I listen to mostly hardcore punk, and hardcore punk usually isn't "catchy" But here is my list (not that these are or aren't hardcore)

Best punk album
My vote has to go to Bad Brains-Bad Brains. That intro in "The Big Takeover" and the energy of the entire album is AMAZING. I also like Agent Orange's "Living in Darkness"
