Um, who is 'the NBA' in this sentence? If you're talking about the front office, they show absolute no favoritism for the best team. They WILL however market the Heat over the Spurs because the Heat are just simply more profitable. It has nothing to do with how good they are though. Same thing with the Thunder, who have a huge fanbase and the highly popular Kevin Durant. Duncan is popular, but the guy never says anything and he's kind of uninteresting to the media and thus is not nearly as marketable. There's other reasons why but the point I'm trying to make here is that the heat are highly marketable because they are popular, etc.
Yet another reason I think you have no idea what you are talking about.
