Royalty free, by the thousands. You need to sign up to download, but it's free.
Once you're settled, use the search feature to search for world percussion in the tags.
You might have better luck playing with the search terms, or searching specific instruments. Anyway, there's a lot of stuff there.

not sure, but it seems as though these are all loops. do you know if there is a way to refine the search to just one-shot samples?

I don't think there's a category for one-shots, but if you browse the samplepacks you'll probably find what you're looking for, as I know I've come across one-shot packs of kicks and stuff like that.

Are you looking for world/ethnic drum samples or other instruments?

primarily percussion, but i like all sorts of stuff really.

Here ya go:

BROWSE >> '' (Free sounds, samples, loops)

Scroll through that list of categories, then pick Drums and Single Hits, then you'll see Percussion Ethnic and a bunch of other stuff. All of it is free. Remember to click the page buttons on the bottom to view the next page of samples.

To save, I think you right click the link and save as. Haven't gotten anything from there in a while.
You can preview the samples by just clicking on them and I think a media-player plugin or whatever will let you preview them in the browser. Try it out.
