What is the music that...? Please Help!

I am trying to find the name of a very obscure genre of music. Here are the criteria that define this music, at least in my head.
Consists of the same loop repeated at seemingly random times.
These repeated loops will eventually form a complex rhythm.
This loop can be anything. The most extreme one I heard was a man saying three words.

Can anybody identify this genre/class of music for me?

Kinda what I'm going for but the music I'm looking for is made on a computer. The sane short sample is literally repeated for the whole song. But thanks. I literally couldn't sleep last night because I was trying to think of what this is called.

I just found Steve Reich as an artist of this genre.

You're not actually looking for a particular genre of music, if what you're looking for is the use of this musical device, which one might call looped counterpoint, or a fugue. The style that you are describing would definitely fall into minimalism, which is a genre that encompasses many different styles, including electronic, orchestral, new age, and others, but minimalism isn't strictly defined by the use of that device.

Steve Reich is a post modern classical composer, and while he did a significant amount of work with tape loops and other electronic compositions, he also did a lot of organic instrumental music that produced the same contrapuntal effect your aiming for. The best example being Music for 18 Musicians. It's definitely worth checking out.

Terry Riley's In C from 1964. fits your description. I have a 1968. version and it's about 40 min. long. But the duration is not set and it can be performed by varying number of musicians.
