It's difficult to obtain any continuity without setting ourselves extremely strict guidelines for offenders and posing ourselves a list of cut and dry questions for every decision we make. Coming to a consensus on what those personal guidelines should consist of is in and of itself impossible with a staff of what, 10 entirely different people? Ultimately, it would mean much less wiggle room in situations, and a lot more restrictions for everyone, which is not what I believe is wanted.
