The production is rawer and angrier so it naturally ends up sounding sloppier. It makes sense for the tone of "It Takes a Nation of Millions to Hold Us Back", which is an album that is mostly rage and anger. Fear of a Black Planet had detailed production and it matches with the articulate arguments that are on it.
Just compare "She Watches Channel Zero?!" with something like "Brothers Gonna Work it Out". It makes sense.
