Its because bands like Siouxsie & the Banshees normally get included under the post-punk category, at times its a very gray area between punk and post-punk.

I tend to think punk bands of the late 1970s (pre-hardcore era) fell into three areas.

Punk- As the name suggests, straight-up punk.
Punk/New Wave- More melodic bands that straddled this line, Buzzcocks are a good example.
Punk/Post-Punk- Bands expanding out of the basic creative confines of punk, whilst still retaining a punky feel.
