Fair points...

Flow:
Biggie had one of the greatest flows by any mainstream rapper. Very slick, distinctive and natural. Kendrick has a okay flow... but it doesnt compare to Biggie's.



Lyrics:
While Kendrick lyrics are not immensely complex, he does dabble in alot of social issues and he uses alot of creative metaphors to illustrate these ideas. (I believe he also writes his own music)
Biggie's music (while good) was just gimmicky music that he didnt write. He dabbled in social issues as well but the bulk of his music is gimmicky. Kendrick makes similiar music as well but also talks about alot of other topics that normal mainstream rappers wouldnt. I think Kendrick has the edge over Biggie in this category.

Kendrick's creative metaphors is the main reason why he is so popular, flow and production aside which are his weaker points


So while Kendrick may be a better lyrist/songwriter, he is not better at deliverying his ideas. Also, its important to note that none of his music has yet to make the same iconic impact as Biggie's. So he is not on Biggie's level.
