Disco and funk and are mutually exclusive:
they are two completely different styles of music...Asking this as an "and/or" is like asking "What is the greatest country and/or reggae band of all time?
There is a sub-genre of music called disco-funk, in which bands like Chic, A Taste of Honey, GQ, and a host of unknown bands reside, but this style of music is more disco than funk. Parliament/Funkadelic falls nowhere near this category
