I definitely agree more actions need to be implemented.

However,

The actions need to start with these famous BLACK rappers.

The problem is none of them seem to care about Hip Hop and only seem to care about their own money. They don't care about the impression they have on the youth today and the impact they have on the evolution of Hip Hop.

You will never see a rapper like Jay Z in the Brooklyn ghettos (where he originally came from) and that is sad...
