If a listener approaches Blink 182 as a punk band, then that person will not only be disappointed, but they will wind up being haterz

What Blink 182 is musically is not punk but, rather, an aggressive version of Cheap Trick - the only differences are that the music is slightly more edgier and the lead vocals are more whiney. Other than that, its basically Cheap Trick's formula of melodic power pop.

If a listener establishes this first instead of looking for their punk attributes, they are not only way easier to enjoy, but they are quite good
