Actually, if you really want to get technical, he punched a police officer. That is reason enough to put him into handcuffs. However, military law and civilian law both provide the limits within handling these types of situations. At this point, reasonably talking to him was out of the question. This has been going on for a few months, and he informed of his plan of how he was going to do so, and attempted to test his theory out. He did this by putting a belt around his neck and tightening it. And, as he was on military property at the time, and he's a US Army soldier, I'm well within my limits.
So please define "innocent".
