At this time there is no FBI criminal probe or criminal investigation. Clinton shouldn't take responsibility for anything until the FBI comes forth and discloses that they actually found something incriminating in the new emails.
This reeks of guilty until proven innocent. What if she loses the election and afterwards the FBI comes out and admits they found nothing. Remember you can't be cleared of something until after you've actually been charged of something. The first investigation is closed. As of today there's no criminal investigation open.
So again, the only logical conclusion he did what he did (and is getting roundly criticized for) is to help the GOP in the homestretch of the election.

Her initial investigation has not been reopened, but the FBI is currently conducting a criminal probe into her previous activities in light of these new emails. There must be something substantive in there that goes beyond her daily aerobics routine for the Director of the FBI to notify congress less than two weeks before the federal election.
So again, whether this becomes public information or not, she chose to break the rules in regards to national security, so she must take responsibility for the fallout that occurs. If Joe Biden or Bernie Sanders was the nominee, we wouldn't be having this conversation.
