Start them off as local mods and people get to learn how they conduct themselves in the position, and they can get use to having a workload. Not to mention that the staff can see how well they cope. I agree with that. Even now, there still is a lot of stuff left to the mod's discretion, and sometimes it is not received favorably by the other mods, members, admin, etc. I think the mod staff should be given some sort of generic guidelines and tips to follow, it probably would have helped me out a bunch when I first got started.
