She was saying that previous administrations had a stenographer present pretty much all the time, so that if the president was called out on something he could simply reply "check the transcripts". Trump isn't using one the majority of the time. That way he can just cry FAKE NEWS when he gets called out.
He's simply his own worst enemy. The press is taking way too much heat for simply reporting on the things he does, says, or what their inside sources find out.
