You can consider it art, or at least certain things about video games art, but for the most part nobody actually considers it art. It's like the question of whether eSports are sports except that even the people making video games don't openly consider them art or at least don't care to make the claim that it is. It's the kind of thing that wouldn't necessarily be an important distinction if video game mechanics weren't specifically designed to evoke certain manipulative responses in much the same way as art.
