1) Don’t allow people to become educated by forcing them by law to attend dysfunctional chaotic schools where no one can think
2) Pay them so little they probably don’t have a computer or Internet access
3) make the website intentionally confusing and difficult to navigate
4) make sure it lacks adequate bandwidth and constantly crashes and goes offline
5) wait until people give up
6) blame the victim
7) pilfer the stimulus funds and send them to rich people
