2) Pay them so little they probably don’t have a computer or Internet access

3) make the website intentionally confusing and difficult to navigate

4) make sure it lacks adequate bandwidth and constantly crashes and goes offline

5) wait until people give up

6) blame the victim

7) pilfer the stimulus funds and send them to rich people
