They are very very cautious about these things and I think involuntary confinement is a last resort type of thing. Like you have to explicitly say you are going to harm somebody else or yourself. Which is why they always ask if you have a plan which is a very obvious question easy to work around. But you're supposed to answer honestly to get the help you need.
