Okay. I disagree with your assertion that these small businesses would abuse labor laws and operate international sweatshops if they could.

But - you are in agreement that these small businesses don't abuse labor laws and operate international sweatshops - and thus are not "just as shady and exploitive" as large businesses that do. So, in this case, the size of a business does matter in its ability or motivation to operate and exploit foreign workers.
