I get that it's different but in this day and age those internet platforms are more capable at silencing you than the government ever has been. It's funny how we all realize how outdated the 2nd amendment is but not the 1st. The way we communicate has changed far more than guns have.
But the letter in question wasn't about government censorship and it also wasn't just about protecting people with the "right" opinions. So I'm just saying I'm sure the cold war era of persecution does inform his views but that's certainly not all he has in mind.
