He might sound different because Hex featured a two-drummer lineup - Burns and Hanley. That said, I would agree that The Fall hadn't entirely come into their own on their first album. Regardless, their first album is downright excellent. Dragnet is better. And so is Grotesque. Of their massive discography, there are maybe two Fall records I don't legitimately enjoy listening to.
