Actually, they don't.
and even if they use "Loran-C" instead,
the yes-men they have now in their forces
(rather than the actually trained leaders who
were thrown out windows and such) may not
be adept at using it. CHAYKA may be an alternative,
but it is about as difficult and unreliable under these
circumstances as "Loran-C."
