Not necessarily. A band can absolutely suck, yet loads of people love them (overrated). Then there are bands that are musical geniuses but people ignore them because they like something simple and dumb down (underrated).
Of course, what people consider overrated is mostly their opinion and not some universal truth.
For example;
KoR- Catchy, but too many people think they are so heavy and metal.
Linkin Park- Can only stand their first album, Hybrid Theory, and the rest is just dead sound to me.
Disturbed- My favorite band of all time, yet I can see why people can hate them.
Nickleback- 3 seconds into one of their songs that someone had on their MYSpace, and I paused it. Arrogant, yes, but I got with my instincts and this three seconds of listening told me "This band is a waste of time."
Hinder-never heard of them
Red Jumpsuit Apparatus- never heard of them
Fall Out Boy-Heard of them, and regret hearing them.
Panic! At the Disco- not sure if I heard them or not.
The Beatles- BIG disappointment. Everyones all "THE BEATLES WERE A GREAT BAND!" I just didn't get it. Sounded boring and too easy-sounding for me. Not saying they suck, though, but I was just let down when I heard them.
