I think the last few years of New Order was Sumner and Hooky constantly at odds with the sound they wanted with Hooky favouring a more aggressive guitar based sound and Sumner sticking to his Pop sensibilities, that's why I like New Order so much. Albums were always balanced between these sounds.
You make a good point but still Bad Lieutenant's bad music is better than 90% of music out there these days. I have no objection to to a pop sensibility, per se. There is a big difference between the pop music of Elvis Costello than say, John Mayer for instance, but both performers write music that firmly rooted in the popular music tradition.
