I don't know for sure if Lennon said it, but it does sound like something he may have said as a joke or maybe on a bad day. Ringo had some songs he just killed (in a good way), but one of his greatest assets was understanding how the drums could support the song. He wasn't flashy, nor did he need to be. Hal wouldn't have looked as good in a mop-top haircut, and I don't know if he could sing or write (even as well as Ringo).
