Kind of yeah... most of the stuff in this thread falls under post-punk, post-hardcore, noise rock, or No Wave.
I would call F*cked Up purely art punk though, because they stay close to the traditional punk sounds but have a lot of experimental tendencies and odd songwriting. I'm sure people would debate that though.
