Actually that is a called a "still frame" with actual dialog. It's a "direct quote" from the movie, as best I can remember. It's not a meme until someone uses the same picture but puts in their own made up words replacing the real words, then some one comes along and replace that with made up words of their own, etc etc. Just because a "meme" is a made up word doesn't give you the right to misuse it any way that pleases you.

I'm pretty sure a "meme" is just something on the internet that goes viral.
At least it has been getting used that way much more frequently.
