Default Weird record that ends in a locked groove of high pitched ringing call bells

I understand that there is a music ID page on this site, but I haven't seen any obscure avant-garde/experimental music posted on there, so I'm taking my chances and posting here.

So I've been digitizing old cassettes from my dad's years where he used to tape from the radio (1992-around 2000) and he has a recording of a pretty odd 33rpm avant-garde record and I'm just wondering if this is in anyone's record collection anywhere. There's no context to this show available on the tape, and I just gotta know what record this is from

Halfway through the tape, there's a recording of a high pitched tone that ends in a locked groove of (also) high pitched ringing bells. It sounds like those bells you see in hotels. Shazam hasn't given me good results, and the DJ fades in a Canadian avant-garde track over the loop, so I pretty much only have how it begins and ends.

Does anyone know a record that ends in a locked groove like this? I have a sample of it, but I can't share any links, or embed any files so I'm trying to describe this as best I can. Sorry about that, hope my description is enough.
