I'm not sure you know what you're talking about. There's only one french province in all of Canada: Quebec. Though the two national languages are French and English, only one province is predominantly French. I don't really see anyway to say otherwise.

-More than 9 million Canadians speak French.
-Ethnic groups include British Isles origin 28%, French origin 23%, other European 15%, North American Indian 2%, other, mostly Asian, African, Arab 6%, mixed background 26%
-Canada is the home of over a million Aboriginal people. (2006 census)

-Three Aboriginal groups : First Nations, Métis and Inuit

How does any of that prove that the culture is predominantly French over English? Like I said in the post above, in 1763, France signed over almost all of it's colonies (presumably every one except Quebec) to the British.

Just because 9 million people speak French doesn't mean that it's predominantly French. People can speak two languages. Also, don't you realize the population is around 33 million, meaning probably about 24 million speak English at the least?
