I don't have my hard copy anymore, but I got thirteen Iron Golems with a random encounter generator set for level 20 in a temperate gentle hill terrain. Pretty sure they'd win because they're ****in golems and all these protestors have to work with is their beliefs and maybe some molotiv cocktails.
