I saw this story this morning. He escaped by just opening the door, not out of a window. He timed it perfectly though and there's no way that inept agent could have caught up to him on foot:

Either that driver was in on it or the prisoner manipulated him into getting him a last meal at McDonald’s that included giving him a key to his chains so he could eat the food. It’s crazy what people can convince other people to do. It may have been he was just thinking he was going to get a BigMac and then when the driver rolled down the window the prisoner heard the child lock switch over. But there’s some reason he was able to get his hands mobile and out of the leg brace.
